Where there is wealth, there is greed. The scramble for new world riches in the early 18th century brought English, Spanish, French, and Dutch fleets – but the prospect of quick riches also brought pirates. These were rarely organized, but in 1706, one band, the Flying Gang, took over the island of New Providence in the Bahamas and set up a short-lived republic for all who sought fortune... and came with few scruples.
Unique Ability
Flying Gang:
Antiquity Age: Naval Units can move into other civilizations' borders without being at War or having Open Borders. Settler Units cannot be trained or purchased, but you can capture other civilizations' Settlers. Gain a free Settler upon completing the Sailing and Navigation Technologies and the Pirate Origins Civic. Gain GDP when your Naval Units defeat other Units.
Exploration Age (Apex): Naval Units, Treasure Convoys, and Buccaneer Units can move into other civilizations' borders without being at War or having Open Borders. Buccaneers gain a set number of charges to create new Settlements after receiving their first Promotion. Settler Units cannot be trained or purchased, but you can capture other civilizations' Settlers. Gain GDP when your Naval Units defeat other Units.
Modern Age: Naval Units and Fleet Commanders can move into other civilizations' borders without being at War or having Open Borders. Fleet Commanders gain a set number of charges to create new Settlements after receiving their first Promotion. Settler Units cannot be trained or purchased, but you can capture other civilizations' Settlers. Gain GDP when your Naval Units defeat other Units.

- Tier 2, Exploration Age (Apex): Receive increased Gold from Plundering Trade Routes.*** Further increased Yields from Coastal Raiding with Naval Units. Fleet Commanders and Naval Units gain Stealth on Atolls.****
- Brethren of the Coast
- Tier 1, Antiquity Age (Affirmation): Increased Production on Districts on or adjacent to Coast tiles. Reduced Happiness on Districts not on or adjacent to Coast tiles.
- Tier 2, Modern Age (Affirmation): Further increased Production and reduced Happiness.
- Merry Life and a Short One
- Tier 1, Exploration Age (Apex): When you defeat a Support Unit, gain Gold equal to the Unit’s Production cost. When you defeat a Naval Unit, gain Gold equal to a percentage of the Unit’s Production Cost.
- Press Gangs
- Tier 1, Exploration Age (Apex): Increased Production and Gold towards training Light Naval Units. Fleet Commanders gain the Looting Promotion for free.
- Tier 2, Modern Age: Further increased Production and Gold toward training Light and Stealth Naval Units.
***Effect scales by game speed.
****Stealth: Makes a Unit invisible to enemy Units until they attack an enemy Unit, end the turn adjacent to an enemy Unit, or an enemy Unit attempts to move to the same location.
Unique Infrastructure
Haven: Unique Quarter. Increased Gold for every Treasure Resource. Friendly Naval Units and your Naval Units receive increased Healing on this tile.
Naval Arsenal: Unique Building. Must be built on a Coastal tile. Increased Gold. Increased Gold Adjacency with Resources. Has no Gold maintenance.
Naval Station: Unique Building. Must be built on a Coastal tile. Increased Production. Increased Production Adjacency with Military Buildings and Gold Buildings.
Unique Civilian Unit
Buccaneer: Unique Commander Unit. Gains a set number of charges to use the 'Raiding Party' Action every set number of Promotions.
- Action - Raiding Party: Targets an adjacent Treasure Resource. This Settlement instantly spawns a Treasure Convoy under your control equal to the number of Treasure Resources; this does not reset until another Treasure Convoy is available.
Unique Military Unit
Sloop: Unique Naval Unit. Has the Pirate Ability. Defeating a Unit provides Gold equal to a percentage of that Unit’s Combat Strength. Can move after attacking and has increased Movement.
Associated Wonder
Havana Harbor: Increased Gold. This Settlement generates Treasure Convoys worth a set amount of Treasure Fleet points in the Exploration Age (effect scales based on game speed). Increased Economic Attribute. Must be built in Distant Lands on Coastal Tiles adjacent to non-Lake tiles. The Republic of Pirates receives increased Production toward constructing this Wonder.

Gameplay Tip
Since the Republic of Pirates is unable to train Settlers, use the Buccaneer Unique Commander in plenty of naval battles to gain experience for a Settlement charge and their Raiding Party Action!
